The biggest misconception is that this is only about things with a plug. It isn't.

TypeExamples given
MobileDesk lights, toasters, fan heaters
StationaryWorkshop equipment such as welders, bench grinders and mills; IT racks, server bays, vending machines
FixedLighting, hand-dryers, boilers, alarm or security panels, two-part air-conditioning units, electric towel rails, fixed AV such as monitors or projectors — no plug at all
!A hand-dryer fixed to a washroom wall is in scope. A bench grinder bolted to a workshop bench is in scope. The list in 4.1 says the equipment covered “includes, but is not limited to” its examples.

EV charging equipment is in scope too — unless it comes under another maintenance regime (4.1(h)). EV charging leads are listed alongside extension leads.

What sits outside

Outside the scopeWhere the book says so
Equipment checked under another specialised maintenance regime — for example lifts and passenger conveyor systems, and medical equipment4.4 · p.37
Equipment in explosive or dust atmospheres, and in mines and quarries4.4 · p.37
Batteries, generally4.4.1 · p.38
USB and PoE circuits and the peripherals they feed. The power supplies that derive them — phone chargers, network switches — are generally in scope, unless they are part of a fixed-installation accessory such as a socket-outlet with USB built in4.4.2 · p.38
Common sense still applies in hospitals. Nobody expects you to unplug an ECG or a life-support machine to test it. Medical equipment is one of the book's own examples of equipment under another specialised maintenance regime, so it sits outside this Code of Practice.
