Straight from the front of Guidance Note 3 · Section 2, and worth highlighting:

Initial verification is carried out on a new installation before it is put into service
✋"Before it is put into service" does not mean before it is energised. The obvious answer is "before it is energised" — but you have to turn it on to do the live tests. What it means is before you commission it and hand it over to the client, and before you sign your name to it.

That is the whole distinction from a periodic inspection, which looks at an installation that has already been in use for some years.

You arrive wearing the inspector's hat. Not the designer's and not the installer's. The work is already in; you are there to inspect it and test it.

Test yourself on it

The tests are in the members’ area. Get one wrong and it shows you why, and where to revise.
